La mécanisation agricole durable en Afrique a fait l’objet d’une attention accrue et son rôle dans le développement agricole et rural est largement reconnu. Il est donc essentiel de s’assurer que les modèles économiques relatifs aux services de location de matériel agricole fournis par le secteur privé (notamment agriculteurs, coopératives et petites et moyennes entreprises) sont non seulement rentables, durables et inclusifs pour les petits exploitants et les personnes les plus vulnérables des communautés rurales, à savoir les femmes et les jeunes, mais aussi résilients face aux effets du changement climatique. Afin de mieux comprendre comment la prestation de services de location de matériel agricole peut contribuer au développement agricole et rural, cette publication vise à (i) présenter divers modèles économiques d’acteurs privés de la prestation de services de location de matériel agricole en Afrique, (ii) identifier les facteurs de succès et (iii) proposer des opportunités d’investissement. Elle s’adresse aux décideurs, aux praticiens et aux partenaires techniques et financiers intervenant dans la mécanisation durable de la chaîne de valeur agricole.

AGRI-HIRE IN SUB-SAHARAN AFRICA BUSINESS MODELS FOR INVESTING IN SUSTAINABLE MECHANIZATION

There has been a surge in the attention to sustainable agricultural mechanization for Africa. The importance of supporting agricultural mechanization in the value chain in order to achieve agricultural and rural development is well recognized. Therefore, it is vital to address the major challenge of ensuring that business models for mechanization hire services driven by the private sector (including farmers, cooperatives, and small and medium enterprises) are not only profitable, sustainable and inclusive for smallholder farmers and vulnerable community members including women and youth, but are also resilient to the effects of climate change. For a better understanding of how agricultural mechanization hire service provision can contribute to agricultural and rural development, this publication aims to (i) showcase a variety of business models of private-sector businesses providing agricultural mechanization hire services in Africa; (ii) identify success factors; and (iii) provide entry points for investment. The intended audience comprises policymakers, practitioners and financial partners working with sustainable agricultural mechanization in the value chain.

Mahindi (Zea mays L.) ni zao muhimu la usalama wa chakula na kipato ambalo linasaidia maisha ya mamilioni ya wakulima wadogo nchini Kenya na Tanzania. Utumiaji wa zana na vifaa vya kawaida vya kilimo, mbegu zilizosindikwa, matumizi duni ya kemikali za kilimo, na usimamizi usio na tija wa magugu ndio vifurushi vya kiteknolojia vinavyotumiwa sana na wakulima wengi katika maeneo ya uzalishaji wa mahindi katika nchi hizi. Changamoto nyingine zinazokabili uzalishaji wa mahindi ni pamoja na kuongezeka kwa gharama za uzalishaji, kuenea kwa wadudu na magonjwa, uhaba wa fedha, mabadiliko ya hali ya hewa, na miundombinu duni ya masoko miongoni mwa mambo mengine. Haya yamechangia pakubwa kuendelea kwa tija ndogo katika kilimo cha mahindi kushuhudiwa nchini Kenya na Tanzania.

Uzalishaji duni wa ngano miongoni mwa wakulima wadogo nchini Kenya na Tanzania umehusishwa na changamoto na vikwazo mbalimbali vinavyowakabili wakulima hao. Vikwazo hivyo ni pamoja na kutopatikana na gharama kubwa za huduma za zana na mashine, magugu korofi, wadudu na ma- gonjwa ya mimea, gharama kubwa za pembejeo, mifumo duni ya mbegu, mbinu duni za usimamizi wa udongo na maji, kiwango kidogo cha ujuzi na upatikanaji wa taarifa kuhusu mbegu mpya na zili- zoboreshwa, pamoja na udhaifu wa taasisi katika mnyororo wa thamani. Ikilinganishwa na wakulima wakubwa, wakulima wadogo wanachukuliwa kuwa wazalishaji wasio na tija na hivyo kushindwa kun- ufaika kikamilifu kutokana na ushiriki wao dhaifu katika mnyororo wa thamani wa ngano. Hii inaashiria kwamba wakulima wadogo wanahitaji maarifa na ujuzi wa ukulima ufaao pamoja na teknolojia za gharama nafuu na zinazoweza kufikiwa ambazo ni rafiki wa mazingira yao na zinazo ongeza tija.

The term “mechanization” is used to describe tools, implements and machinery applied to improve the productivity of farm labour and of land including off farm activities (logistic, handling and processing). Mechanization covers broadly the entire process of on and off farm. It may use either human, animal or motorized power, or a combination of these. In practice, therefore, it involves the provision and use of all forms of power sources and mechanical assistance to agriculture, from simple hand tools, to draught animal power and to mechanical power technologies.

Consultative Meeting on a Mechanization Strategy: New Models for Sustainable Agricultural Mechanization in sub-Saharan Africa

The large potential for agricultural production in sub- Saharan Africa (SSA) has still not been realized. One of the key development paradigms for long-term increased agricultural production in SSA is sustainable agricultural mechanization (SAM). The benefits are multi-faceted ranging from reducing drudgery, improving the timeliness of agricultural production operations, increasing the efficiency of input use, to facilitating the implementation of sustainable intensification of production systems, and making agriculture more resilient to increasingly extreme and unpredictable climatic events. Sustainable agricultural mechanization (SAM) can also be applied to the development of improved post-harvest, processing and marketing activities, enabling more timely, and concise operations, with value added to primary products. This can foster the delivery of more nutritious foods and higher value products to final consumers. Moreover, SAM has the capacity to contribute to entrepreneurial activities in rural and remote areas, through hire services that can provide much needed mechanization services to those involved in the agri-food sector. In addition, farm-based sustainable mechanization hire services can also contribute to wider development efforts, such as rural-urban transport of goods (and people), rural feeder road construction and maintenance, power for irrigation water pumping, provision and distribution of drinking water as well as the collection of bio-waste in rural, peri-urban and urban areas.
